If you cant measure something, you cant report on it, manage it, improve it, reduce it or more importantly control it. This is very important to HR and Shared Services, where metrics and performance measures are still not that common.
Contrary to opinion, HR and Shared Services efficiency can be shown in quantitative terms and should be reported. There are many metrics that can be measured, but it is crucial that they connect to business metrics.
